2009 Edition of Signal Design Guidelines

SCDOT's Signal Design Guidelines has been revised and published in a new digital format.

This publication is a comprehensive document that details the Department’s standard methodology of handling signal requests as well as the review, design, installation, operation and maintenance of traffic signals. In addition, these guidelines provide guidance for the appropriate fiscal responsibilities for signals in municipalities, at private developments, at schools, etcetera.

Access and Roadside Management Standards

This manual has been revised and the revisions will become effective on July 1, 2008. The revisions update many design criteria to current standards and place more emphasis on the need for a proper traffic impact study to determine the appropriate access design.

Guidelines for School Transportation Design

This publication provides guidance and assistance in the design of transportation systems in and around schools so as to provide for the safe and efficient operation of traffic.

Since the information contained in this publication has been compiled to serve as a supplement to SCDOT’s Access and Roadside Management Standards (ARMS), SCDOT recommends that users also download a copy of ARMS.

 

*An update to this publication has been included in the 2008 Edition of the Access and Roadside Management Standards. This update will take effect on July 1, 2008.

Manual on Uniform Traffic Control Devices (MUTCD)

Effective May 1, 2011, SCDOT adopted the 2009 edition of the Manual on Uniform Traffic Control Devices (MUTCD) as its official traffic control manual. This manual is the guideline for SCDOT’s policies and procedures on installing and maintaining signs, markings, and signals in South Carolina. The MUTCD may be viewed online at the FHWA website or purchased through other sources, several of which are shown in the source listed below.

Railroad Inspection Procedure Manual

This manual provides guidance to rail highway grade crossing inspectors performing examinations pursuant
to section 58-17-1450 of the SC Code of Laws. It has been developed to outline inspection methods and establish uniformity in inspections for all public crossings
in the state.

WorkZone Safety Guidelines

This handbook is pocket size. An instructional guide to illustrate basic guidelines for work zone traffic control installation and maintenance. This handbook complies with the basic requirements of Part 6 of the Manual on Uniform Traffic Control Devices (MUTCD) and the South Carolina Department of Transportation (SCDOT) specifications with particular emphasis on short term work sites on roads and streets in rural and small urban areas. This handbook is not intended for traffic control applications on interstate routes. A bound, laminated copy of this document can be purchased for $2.50 from the SCDOT’s Engineering Publications office.

Qualified Products List for Traffic Signal Equipment and Materials

Effective July 1, 2010, SCDOT has a Qualified Products List for Traffic Signal Equipment and Materials. This list contains products that meet SCDOT specifications and are approved by SCDOT. If a designer, manufacturer, or distributor would like to submit an item for evaluation, they must follow the guidelines set forth for evaluation. The Evaluation Process details eligibility requirements, delivery and pick up procedures, contact information, and an Evaluation Form.
