The South Carolina Department of Transportation (SCDOT) Commission is the general policy making body of the Department and is vested with the responsibility for the approval of SCDOT's long-range and short-term transportation plans, priority lists of projects, state transit program, annual budget, additions and deletions to the state highway system and consideration of State Infrastructure Bank decisions on project funding.

The Commission also appoints the Secretary of Transportation, who is the chief administrative officer of the Department. SCDOT's Secretary of Transportation is charged with carrying out the policies of the Commission, managing the day-to-day activities of the agency and represents the Department in dealings with other state agencies, local governments, special districts, other states and the federal government.

The Commission is comprised of nine members, two at-large members and one from each of the state's seven Congressional Districts. The Commission annually elects a Chairman and Vice-Chairman in January, whose duties are assumed in February.
